On the morning of May 21, 2025, the Forest Protection and Development Fund signed an entrusted contract for the payment of forest environmental service fees (FES) with Dien Bien - Song Hong Energy Joint Stock Company (Muong Muon Hydropower Plant).
Currently, the main source of FES revenue in Dien Bien province comes from hydropower production facilities and clean water supply units. In order to establish and supplement financial resources for forest protection and development, and to implement Government Decree No. 156/2018/ND-CP, the Forest Protection and Development Fund has coordinated with relevant provincial departments and agencies to regularly review, negotiate, and sign contracts with units using forest environmental services that have come into operation.
On the morning of May 21, 2025, the Forest Protection and Development Fund held a signing ceremony for the entrusted FES payment contract with Dien Bien - Song Hong Energy Joint Stock Company (Muong Muon Hydropower Plant). Attending the ceremony were Ms. Mai Huong, Director of the Forest Protection and Development Fund, and Mr. Vu Van Trung, Chairman of the Board of Directors of Dien Bien - Song Hong Energy Joint Stock Company.

The leaders of the two units signed the entrusted contract.
According to the contract, Dien Bien - Song Hong Energy Joint Stock Company entrusts the Forest Protection and Development Fund with the payment of forest environmental service fees (FES) to the providers of forest environmental services for the Muong Muon Hydropower Plant.
After signing the contract, Dien Bien - Song Hong Energy Joint Stock Company must fulfill the rights and obligations stipulated in the Law on Forestry and Decree No. 156/2018/ND-CP, such as: preparing a plan for FES payment; submitting a payment declaration for FES; and transferring the FES payments to the Forest Protection and Development Fund within the prescribed time frame.

After signing the contract, Dien Bien - Song Hong Energy Joint Stock Company must fulfill its rights and obligations as prescribed.
Fulfilling the obligation to pay forest environmental service fees (FES) is the responsibility and duty of hydropower production facilities. This contributes to increasing the income of people involved in forest protection, while also ensuring the sustainable conservation and development of forest resources.
Therefore, in the coming time, the Forest Protection and Development Fund will continue to coordinate with relevant provincial authorities to review and work with units subject to FES payments in the province, ensuring that all FES-using entities fulfill their responsibilities and obligations in accordance with regulations.
