In accordance with the provisions of the Forestry Law dated November 15, 2017, and Decree No. 156/2018/ND-CP dated November 16, 2018, of the Government detailing the implementation of several articles of the Forestry Law, in the first half of 2025, the Forest Protection and Development Fund of Dien Bien province completed the payment of forest environmental services (DVMTR) for the year 2024 to forest owners with a total amount of over 163 billion VND.

Since the beginning of the year, the Fund, in coordination with relevant agencies, has reviewed and identified forest areas eligible for DVMTR payments in 2024, with a total area (converted by K coefficient) of 265,494 hectares. Based on this, the Fund coordinated with banks in the province to make payments through bank accounts to 4,353 forest owners, with a total amount of 163.814 billion VND. Among them: 2 forest owners are organizations; 4,304 are communities and households; 37 are communal People's Committees; 3 are other organizations; and 7 are household groups assigned by the State to manage and protect forests.

The transaction office of the Social Policy Bank in Nam Po district disburses forest environmental service payments (DVMTR) to community forest owners.

The DVMTR payment for 2024 has brought joy and excitement to the people, especially forest owners who live closely connected to the forest. The implementation of DVMTR payments has been contributing to raising awareness about forest resource protection and creating motivation for people to actively participate in forest management, protection, and development, thereby promoting sustainable local socio-economic development.

In the fourth quarter of 2025, based on the approved revenue and expenditure plan, the Forest Protection and Development Fund of Dien Bien province will continue to advance DVMTR payments for 2025 to forest owners across the province. This will be carried out in a timely manner, in accordance with the law, and targeted to the correct recipients, thereby enabling forest owners to proactively implement forest protection and development activities.
