In accordance with Plan No. 363/KH-QBVR dated July 3, 2025, from the Forest Protection and Development Fund on guiding and supporting forest owners in completing the procedures for opening bank accounts to receive payments for forest environmental services (DVMTR) in the province.
From July 9 to July 11, 2025, the Forest Protection and Development Fund, in coordination with the Social Policy Bank, Forest Ranger Unit, and the People's Committees of communes, continued to promote, guide, and support forest owners in completing the procedures to open bank accounts for receiving DVMTR payments. The activity took place in the communes of Phinh Giang, Muong Luan, Tia Dinh, Xa Dung, Na Son, Pu Nhi, Bung Lao, Muong Lan, Na Tau, Muong Phang, and the urban areas of Muong Thanh and Dien Bien Phu.

The task force guides and supports forest owners in completing the procedures for opening bank accounts at the homes of forest owners in the Muong Lan commune.
The Forest Protection and Development Fund established 10 task forces to directly go to the communities in villages, hamlets, and residential groups to promote, guide, and support forest owners in opening bank accounts. The results achieved are as follows: A total of 331 out of 429 forest owners have completed the process, reaching over 77% of the target. Among them: 175 forest owners provided account numbers from other commercial banks (Agribank, Vietinbank, BIDV, etc.); 156 forest owners have completed the procedures to open accounts with the Social Policy Bank; and 98 forest owners have not yet completed the account opening procedures.

The Fund's staff provide information and clarify some remaining questions about forest environmental service payments to forest owners in Pọng hamlet, Na Tấu commune.
The reasons why some forest owners have not opened bank accounts are mainly due to: the forest owner passing away without completing inheritance procedures; the forest owner working far away and not being present locally; the amount of money to be received is small, so the forest owner is not interested in opening an account; the forest owner is in prison; the forest owner has lost their citizen ID card...

In addition to being guided and supported in completing the bank account opening procedures, forest owners also receive information and clarification from the task forces on some remaining questions about forest environmental service payments. This helps forest owners understand the benefits of conducting transactions through bank accounts, ensuring transparency, openness, and convenience in receiving payments for forest environmental services.
